Shaper implement CEIL option

Hi, as commented in the telegram mailing list, I am suggesting the implementation of the CEIL parameter in the SHAPER module, it will be of great help to be able to use BURST, this option has to manipulate the 'ceil', traffic control feature built into the kernel linux.
